Add water (or broth), oil and salt to the Instant Pot. Close lid with vent in sealing position. Cook on Manual High Pressure for 22 minutes. When the instant pot beeps, let the pressure release naturally for 10 minutes, then manually release the pressure. Add the fresh lime juice, zest and cilantro into the rice. Press butter on top and underneath skin of chicken. Season skin liberally with salt, pepper, Italian seasoning, and paprika. Stuff lemon and rosemary springs into cavity, and place at least 2 lemon slices on legs of chicken. Place lid on Instant Pot and seal the valve.
